Mooresville location now open!
We are happy to announce that our Mooresville location is open and staffed to help with Food and Nutrition Services, Medicaid, Work First, Day Care, and the Energy Programs. The office is located at the Government Center South Building 4th Floor. 610 E Center St, Mooresville NC.
Iredell County Department of Social Services is available to serve you and your household needs. We offer face-to-face interviews and telephone interviews. You can apply in person at the Mooresville or Statesville locations listed on this site or you may apply by mail, by phone, fax, e-mail, or on-line at https://epass.nc.gov/.
You can call our office at 704-873-5631 and select option 4 from the main menu to receive assistance in creating an epass account with enhanced options that will allow you to apply for most programs, submit verifications, check on the status of your application, and submit recertifications and changes.

Adult Day Care Service
- Arranges placement and transportation
- Assesses need and eligibility
- Pays for care at licensed facility
Eligibility
- 18 and up
- Iredell County resident
- Must be income eligible
- Sliding fee scale
Rest Home Care (Adult Foster Care)
- Assists families in locating nursing or rest home; assists new residents’ adjustment to nursing or rest home
- Assists operator in licensing procedures for rest homes
- Provides financial assistance for nursing or rest home care
- Supervises facilities’ adherence to rest home standards

- Iredell County resident
- Must be financially eligible for nursing/rest home care

Adult Protective Services
- Assists in alleviating conditions causing need for protection
- Receives referrals and assesses need for protective services
Eligibility
- 18 years and up
- Iredell County resident who is disabled, abused, neglected, or exploited and is in need of agency intervention

Work First Family Assistance
Financial assistance provided to help eligible families meet living expenses (monthly check and Medicaid card).
Eligibility
The child must:
- Be 17 or younger
- Be deprived of principal wage earner (death, absence, incapacity, unemployment)
- Live in Iredell County with specified relative
- Not receive SSI

Child Support Enforcement Program (IV-D)
- Child support services are categorized into 5 major areas:
- Collections of child support payments
- Enforcement of child support obligations
- Establishment of legal child support obligations
- Establishment of paternity for illegitimate children
- Location of absent parents
Eligibility
- An application fee for custodial parent not receiving public assistance
- If child is emancipated, child support order cannot be established
- Services provided to any custodial parent regardless of income level, birth to age 18

Child Protective Services
- Assesses information in relation to law
- Investigates allegations and determines if child is abuse neglected, or dependent
- Provides services to protect services to protect child and ameliorate abusive/neglectful conditions if substantiated
- Receives referrals

Individual and Family Adjustment Counseling Services
- Assists in negotiating community resources
- Interpersonal, marital, family, and community
- Personal and family counseling on relationships

- Community resources to support decision

- Pays for care at approved facility

Adoption
- Accepts and prepares infants and children for placement
- Coordinates and supervises placements
- Evaluates families
- Prepares studies
- Seeks appropriate children for placement
Eligibility
- Age: 21 and older for adoptive parents
- Age: birth-18 years old
- Iredell county resident
Child Foster Care
- Evaluates families
- Assists in licensing process
- Determines child’s need for care
- Locates and arranges placement
- Makes and supervises placements
- Monitors licensing standards and assists in re-licensing
- Supervises placement and services to meet child’s needs

- Age: birth-21
- Age of foster parents 21-65

North Carolina Medicaid is Changing
Most people on Medicaid will now have a choice of a health plan (PHP) and a primary care provider (PCP). All of the services paid for by Medicaid will remain the same and the local Department of Social Services will continue to determine your eligibility; however, the health plan will be administering your health coverage and issuing your Medicaid card to you. You will have 90 days once you receive your Medicaid card from the Health Plan to contact the Enrollment Broker to change health plans. The Enrollment Broker can be reached using several methods as listed below.

Medicaid Transportation
- Assists in arranging for and paying for transportation to medical providers.
- Provision of transportation to medical services by transportation aide.
Eligibility
- Iredell County resident who is Medicaid eligible and certified Medicaid

Special programs include Medicaid for the aged, family and children.

If you are enrolled in a Health Plan and need to arrange for transportation to medical appointments please contact the below depending on which plan you manages your Medicaid.

Special Assistance to Certain Disabled (SCD)
A financial assistance program for eligible individuals. There is no medical assistance with this program.
Eligibility
Iredell County residents:
- Ages 18-64
- Must have been denied disability based on Social Security standards, but must meet disability definition for this group
- Must meet income and asset guidelines
Health Support
- Family planning counseling including certification of sterilization procedures.
- Facilitates access to and use of needed medical care.

- Must be income eligible for abortion and sterilization

Food & Nutrition (Food Stamps)
Provides eligible households with food stamps one time per month in order to purchase food for the family unit and raise its nutritional level.
Eligibility
Must be U.S. citizens, resident of Iredell County, and meet income, resources, and other regulations mandated by USDA.

Work First Employment Services
- Assesses educational and employment readiness needs.
- Assists with education planning, attainment, job training, job seeking, job retraining behaviors and removing barriers to education and job goal attainment.

AFDC Emergency Assistance Program
Provides emergency assistance to persons who are in need of help that would benefit a child. Types of assistance include:
- Rent/eviction
- Shelter
- Utilities
Cash payment made by vendor payment.
Eligibility
- Be in a crisis situation
- Have at least once child under 18 in the home
- Meet income and reserve requirements
- Must be Iredell County resident
Special Assistance Programs (SAD; SAA)
Special Assistance for the Disabled (SAD) and Special Assistance for the Aged (SAA) provide financial assistance for eligible persons in licensed facilities. Medicaid services are also provided.
Eligibility
Must:
- Be a resident of domiciliary care facility or mental health group facility
- Meet income and asset guidelines
- Special Assistance for the Disabled: 18-64
- Special Assistance for the Aged: 65 and over
- SSI eligible or ineligible
Special Assistance for Aged or Disabled: all applications must be submitted in person at Mooresville office located at 610 E. Center Ave Mooresville NC 28115 or Statesville office located at 549 Eastside Drive Statesville NC 28625.
